Developers Win Appeal to build 75 houses on Green Belt on Hartfield Avenue / Barnet Lane
Planning permission was refused by HBC in 2023 as no Very Special Circumstances existed to build on green belt land, along with drainage and traffic issues.
The developers appealed and won - click here for details.

BE6 Barnet Lane - SUCCESS!! The planning permission submitted for 220 homes by Barratt homes off Barnet Lane was refused at the HBC Planning Meeting on Monday 11th March 2024.

The HBC Planning Meeting on 18/1/24 discussed this application amongst others. EBGBS were represented by Pat Strack who spoke against the application, as did Cllr. Morris Bright. Cllr. Paul Morris stated there were no Very Special Circumstances and was supported by Cllr. Christian Grey.
The decision was delayed to give time for further information to be provided by 31/1/24. We are unsure when the decision will be made and announced.

Endurance Estates have resurrected their plans for Allum Lane Fields. They intend to build a doctors surgery and retirement care village on this area of green belt land.

June 2023 - WHVG Committee decide to appeal decision

Great news! We have been granted permission to take a full appeal by the Rt Hon. Lord Justice Singh, who considers our appeal has a 'real prospect of success' and 'raise important issues of principle, which [the Court of Appeal] should consider.' We will now go to a full 1-day hearing before 3 lord/Lady Justices in the Court of Appeal to determine whether the Court of Appeal will overturn the decision deregistering part of our village green.
Whilst this is a great step forward for our campaign, we now need significant further funds to cover the costs of our legal team, court costs, etc; in the longer run we may need as much as £30,000 to see this challenge through. Most urgently, we need to raise £7,500 to cover the risk to the Woodcock Hill Village Green Committee of paying costs to opponents so that we can assure our team we are ready to proceed. We cannot do that without your help! Even small donations add up and help give us the assurance we need to take this challenge through to save the Village Green!

June 2023 - Aldenham Reservoir Plans Approved
Planning Meeting 15th June 2023
At the Planning Meeting on 15th June the motion to approve the application was voted for by 6 against by 4 and 1 abstention. This means approval has been given for the Commercial development on the land opposite Aldenham Reservoir to go ahead on the basis that the repairs to the dam will be funded, as will on going maintenance to the dam and reservoir for many years to come.
Oliver Dowden MP was outside showing his support to support the plans .

Sky Studios -Mail to Cllrs Bright and Cohen - August 2022
Dear Councillors Morris Bright and Harvey Cohen,
The Elstree and Borehamwood Green Belt. Committee at our meeting on 22. August noted that the trees and hedges between the new Sky Studios building and the roadway of Rowley Lane have been completely destroyed.
Wee understood that there was a planning condition to retain green screening and ask if pressure could be applied to Sky to replant the missing hedgerows.

Tykeswater Lane - August 2022

Dear Dawn Grocock,
Elstree and Borehamwood Green Belt Society are still greatly concerned about the condition of Tykeswater Lane which is still suffering from litter dumping and damage due to the walking surface from wheeled vehicle access.
We fully support the complaints from our member Ken Herbert. Unless all wheeled vehicle access is barred there will always be a risk to pedestrians from rutted and unsafe surfaces. If this is not possible for a Byway it should be reclassified as a footpath.
Please expedite the clearance of unsightly rubbish as soon as possible.

Report for the Elstree and Borehamwood Green Belt Society.
Elstree and Borehamwood Green Belt Society are carrying on with the campaign to save our precious threatened and diminishing Green Belt from over development. There is need for houses but they should be carefully planned and eco friendly with solar panels and insulation using the minimum possible green land. Elstree/Borehamwood has become so congested with traffic and consequent air pollution that there is impact on the life and health of us all. We must limit building in the town with regard to the expected new housing targets which will lower the forecast number.
A current issue of concern is the eventual fate of the historic Reservoir, which is still being discussed by Herts County Council, Hertsmere Borough Council and the owners. We hope it will be run by a Community Interest Company for the public with provision for the upkeep of the dam and grounds.
We are also objecting to the deregistration of Woodcock Hill Village Green and the imposition of a huge Solar Plant along Butterfly Lane and the desecration of Tykeswater Lane [Byway 60] by offroad motor vehicles. This last should be redesignated and closed to motor traffic to preserve the footpath and the safety of pedestrians.
We are taking an active part in the new Neighbourhood Plan discussions and liaise with other conservation bodies, local and national.

An appeal and new application have been submitted to The Planning Inspectorate despite a record number of objections and having been unanimously refused by Hertsmere Planning Committee.
EBGBS have officially joined the list of objectors and will be objecting to the appeal and new application.

WHVG Committee have used our barrister to challenge the Inspector's decision to give Taylor Wimpey part of the village green at Byron Ave, Borehamwood, depriving residents of easy access to a beautiful open green belt space that they have enjoyed 'as of right 'in living memory. The request is for a Judicial Review : not procedure but content eg not considering t residents wishes, not taking proper account of the loss of biodiversity.
The inspector's decision must be communicated to us by 11th July.
If we are successful in getting a Judicial review our case must be ready by 11th August.
Taylor Wimpey have a long pocket so we need to build funds.
A leaflet will be circulated stating that we need to build a fighting fund of £30,000 It is in the process of being finalised.
We need funds and help with delivering leaflets
Please give generously or in the future the site at Byron will be huge housing estate.

26th January 2022: Hertsmere Local Plan Shelved 2022-2038
WHVG, EBGBS, EVPS, EBRA CPRE, HMWT, RSPB and EBTC were among a ‘staggering’ 20,000 objections received by Hertsmere Borough Council in response to their consultation on the draft Hertsmere Local Plan. At a full Council meeting on Wednesday 26th January leader, Cllr. Morris Bright announced that the plans were to be shelved.
Cllr Bright said, “Our residents have clearly rejected the Draft LP. Now the Council must reject it too."
Government targets of over 12,000 homes, 9000 on green belt, are unachievable.
Warning from Cllr Harvey Cohen, “Producing a new draft plan will take time. I advise now that we may not meet government deadlines for a local plan. We must expect opportunistic planning applications and we may lose some on appeal and end up with developments we do not want.”
Cllr Bright concluded, “We welcome the support of our MP Oliver Dowden. We will make it clear to Government who are the best arbiters of what is right for Hertsmere and its future are our residents and our councillors.”

May 2021: Byways Open To All Traffic Report
THE HERTFORDSHIRE (TYKESWATER LANE - ALDENHAM BYWAY 079, ELSTREE AND BOREHAMWOOD BYWAY 060, BOREHAMWOOD)
Byway 60 and Byway 79 were originally recorded on the Hertfordshire Definitive Map and Statement as Public Footpaths
A Modification Order was applied for in 1996, which presented historical evidence of Bridleway/Byway status. County looked into this and agreed that Byway status existed. There were objections to the proposed change of status so the evidence was presented to the Planning Inspector who confirmed the historical status as Byway Open to All Traffic, based on the evidence presented, and the order to change the status of the route from footpath to Byway was confirmed in March 2005.
Phil Wadey, past Chairman of the British Horse Society and Chairman of the Open Spaces Society has stated that Tykeswater Lane was one of his early modification order applications and was pleased to get the order confirmed, so proving the underlying rights. His intention was that the Byways formed an important part of the route from Bushey to Shenley for walkers, riders and (maybe) cyclists. It was never his intention to permit these Byways to be taken over by off road vehicles.
At the Development Control Committee on 18 October 2005 the following Resolutions, fully supported by the Council’s officers, were passed:
That the Director of Environment be authorised to make:
a) a permanent Traffic Regulation Order to prevent vehicular use of Tykeswater Lane, Radlett, Aldenham and
b) a temporary Traffic Regulation Order to prevent equestrian and cycle use of Tykeswater Lane, Radlett, Aldenham until such times as safe crossings can be provided at its junctions with Watling Street and Theobald Street ie Pegasus crossings.
It is understood that objections to the above order were received which apparently for whatever reason could not be overcome so the Council decided not to proceed.
In 2006, the Natural Environment and Rural Communities Act was introduced that would now prevent the creation of public rights of way for vehicles. Unfortunately, too late for Tykeswater Lane.

Redesignation is not necessary to prohibit motor-vehicles’.
A traffic regulation order can be used in just the same way as one could be used to pedestrianise a road (such as the High Street in Watford). There are several Byways Open to All Traffic in Hertfordshire which carry motor vehicular rights (and so are on the definitive map) but on which it is an offence to use them.
So come on County Hall, sort it out. If the past months have not emphasised the importance of access to the outdoors and exercise in the open air to Councillors and Officers, then nothing will.
THE HERTFORDSHIRE (TYKESWATER LANE - ALDENHAM BYWAY 079, ELSTREE AND BOREHAMWOOD BYWAY 060, BOREHAMWOOD)
Byway 60 and Byway 79 were originally recorded on the Hertfordshire Definitive Map and Statement as Public Footpaths
A Modification Order was applied for in 1996, which presented historical evidence of Bridleway/Byway status. County looked into this and agreed that Byway status existed. There were objections to the proposed change of status so the evidence was presented to the Planning Inspector who confirmed the historical status as Byway Open to All Traffic, based on the evidence presented, and the order to change the status of the route from footpath to Byway was confirmed in March 2005.
Phil Wadey, past Chairman of the British Horse Society and Chairman of the Open Spaces Society has stated that Tykeswater Lane was one of his early modification order applications and was pleased to get the order confirmed, so proving the underlying rights. His intention was that the Byways formed an important part of the route from Bushey to Shenley for walkers, riders and (maybe) cyclists. It was never his intention to permit these Byways to be taken over by off road vehicles.
At the Development Control Committee on 18 October 2005 the following Resolutions, fully supported by the Council’s officers, were passed:
That the Director of Environment be authorised to make:
a) a permanent Traffic Regulation Order to prevent vehicular use of Tykeswater Lane, Radlett, Aldenham and
b) a temporary Traffic Regulation Order to prevent equestrian and cycle use of Tykeswater Lane, Radlett, Aldenham until such times as safe crossings can be provided at its junctions with Watling Street and Theobald Street ie Pegasus crossings.
It is understood that objections to the above order were received which apparently for whatever reason could not be overcome so the Council decided not to proceed.
In 2006, the Natural Environment and Rural Communities Act was introduced that would now prevent the creation of public rights of way for vehicles. Unfortunately, too late for Tykeswater Lane.

May 2021: Allum Lane Fields Shopwick Surgery Plans
Schopwick Surgery have been offered the site next to the old Fisheries Pub, off Barnet Lane. Although this site is green belt land, the land is boggy with no footpaths, so is not used by local people for recreational purposes or for agriculture. EBGBS support the use of this land by Schopwick to relocate their Surgery.
