Objections to HEL 209 Land north of Barnet Lane (East)
HEL 209 23/0937/OUT Taylor Wimpey/David Wilson Homes application
I wish to object most strongly to the application from Barratt David Wilson homes for 250 dwellings on the Horses’ field HEL 209
- There are no very special circumstances to remove this land from the green belt
- There would be a huge loss of habitats with disastrous harm to the environment and loss of biodiversity
- There would be an increase in the carbon footprint
- Construction traffic, with subsequent an estimated 440 residents’ vehicles causing chaos on a road network that is already over stretched adding to light, air and noise pollution. The impact would spread to all road users, whether local or not.
- Barnet Lane is one of only 2 ways to travel east out of the town.
- The estate would not address the local housing need
- The infrastructure cannot support the development
This is green belt we owe it to future generations to protect it

January 2024: Court hearing took place on 24th January
Pat Strack attended the Court hearing, with other WHVG representatives and many Taylor Wimpey staff.
The outcome is awaited.

Woodcock Hill Village Green have to raise huge legal costs for our Court Case in January 2024. This will be the last chance to Save your Village Green which a public Inquirty and Judicial review have decided that Taylor Wimpey will have the land to devlop in th efuture. Permission granted for full appeal with a real prospect of success! Please read....

Great news! We have been granted permission to take a full appeal by the Rt Hon. Lord Justice Singh, who considers our appeal has a 'real prospect of success' and 'raise important issues of principle, which [the Court of Appeal] should consider.' We will now go to a full 1-day hearing before 3 lord/Lady Justices in the Court of Appeal to determine whether the Court of Appeal will overturn the decision deregistering part of our village green.
Whilst this is a great step forward for our campaign, we now need significant further funds to cover the costs of our legal team, court costs, etc; in the longer run we may need as much as £30,000 to see this challenge through. Most urgently, we need to raise £7,500 to cover the risk to the Woodcock Hill Village Green Committee of paying costs to opponents so that we can assure our team we are ready to proceed. We cannot do that without your help! Even small donations add up and help give us the assurance we need to take this challenge through to save the Village Green!

The following statement was made by Pat Strack, Chair of WHVG Committee, on 21st May 2023 on behalf of the Committee:
WHVG Committee met last week and agreed
1. That even if permission were given to challenge the Judicial Review decision we cannot proceed. None of us can be personally liable to pay the £20K-£30k needed to ensure we could cover all costs which we might be liable. See press release attached
2. However it was agreed that the people most affected be informed Linster to Melrose/Byron. There is another way we challenge Taylor Wimpey is by registering footpaths on the Village Green, especially those crossing the release land, as public rights of way by means pf a Definitive Map Modification Order (DMMO) WHVG Committee will need to collect evidence of use 'as of right’ over a 20 year period pre 2018.
Therefore we have decided to include form on the back of the leaflet to encourage those who have used the footpath to agree to provide the evidence we need.
3. Ask the Open Spaces Society to work with us and other environmental organisations to repeal/change the 2016 law that allowed Taylor Wimpey to take our Village Green.
4. WHVG committee were delighted that the application to build near Hartfield Ave was turned down.
5. WHVG committee would fight Barratt/David Wilson Homes application when it comes forward to build on the Horses Field BE6
6. WHVG Committee will still be fundraising Next event Concert at All Saints Shenley Rd WD6 1EB Sunday 11th June 7 for 7.30pm Tickets £10 in advance on the door £15 Concessions £12

WHVG Committee have used our barrister to challenge the Inspector's decision to give Taylor Wimpey part of the village green at Byron Ave, Borehamwood, depriving residents of easy access to a beautiful open green belt space that they have enjoyed 'as of right 'in living memory. The request is for a Judicial Review : not procedure but content eg not considering t residents wishes, not taking proper account of the loss of biodiversity.
The inspector's decision must be communicated to us by 11th July.
If we are successful in getting a Judicial review our case must be ready by 11th August.
Taylor Wimpey have a long pocket so we need to build funds.
A leaflet will be circulated stating that we need to build a fighting fund of £30,000 It is in the process of being finalised.
We need funds and help with delivering leaflets
Please give generously or in the future the site at Byron will be huge housing estate.

Taylor Wimpey has submitted an application to the Secretary of State for the De-registration and Exchange of village green land at Woodcock Hill, Borehamwood with adjoining landowners.
